GP surgeries hold a lot of data about their patients. And that data is protected. The government, however, wants to make this data available to anyone really, including commercial companies, after only modest anonymization. Not everybody thinks that this is a good idea. I don't think it is! I think the government is overly keen on allowing people who are already rich to get a lot richer using healthcare as a tool.
